The Ruby distros that most folks use to install Ruby have already been baked; for the most part they don’t get patched and reissued.

There is a nice gem to update Ruby Gems; it is called, oddly enough, rubygems-update.

Note: If you are still getting some kind of SSL or certificate error, then you will need to also install the latest certificate.

The symlinks and paths were pointing to different places.

A simple uninstall of homebrew and manual update of the system versions of rails and ruby fixed the issue.
